Only to things are inevitable death and taxes. In this cartoonist's mind taxes are more inevitable. Of all the active amendments I really would only like to appeal one. Income tax is absurd along with property tax shortly there after. The sentiment at the time this was ratified was that big bussiness was to was bleeding them dry. The countries income would do just fine "exceedingly well considering today's trend" if they only had tariffs on out of country goods.
